North West Area Council Members

Clive Evans

Clive Evans: Area Chairman

Clive is a career railwayman, having first joined British Rail in 1974 working as a Total Operations Processing System (TOPS) clerk at St Pancras and Cricklewood. After completing the Traffic Management Training Scheme, a succession of front line operations supervisor and management roles followed in Bolton, Willesden and Watford, with Clive then heading to Fort William in Scotland for four years as Area Manager, helping introduce Radio Electronic Token Block signalling. Later roles included Train Crew management in Crewe and Manchester, Professional Head of Operations at Regional Railways HQ and following privatisation, various posts for Railtrack/Network Rail including Production Manager for the Midlands Zone and running the Ladbroke Grove response programme. A change of career saw Clive then move into Regulation working with the Office of the Rail Regulator, the Strategic Rail Authority and Government. More recently, Clive was Current Operations Manager for Network Rail’s LNW Route and is now Programme Manager - Change on the same route. A member of the IRO since July 2000 and a founder member of the North West Area Council, he considers being Area Chairman a privilege, as it allows him to encourage and support the development of the next generation of railway operators and contribute to the long term success of the IRO.

Tom Cox

Tom Cox: Area Treasurer

Tom joined British Rail in 1970, working initially in administration and payroll before moving on to work on rolling stock provision at Area, Regional and British Railways Board level. Following rail privatisation, Tom worked for Railtrack in Performance Management and Customer Relationship Management, before retiring in 2002. Currently employed part-time for Cheshire East Council, Tom joined the IRO shortly after its formation and has been North West Area Treasurer since 2008.

Carl Phillips

Carl Phillips: Secretary

With 12 years in the rail industry, Carl is currently Route Control Manager - North, for Network Rail’s LNW region, based in Manchester, with responsibility for the “real time” management of operations/engineering safety and performance of the railway in the North West of England and North Wales. Previous positions include Performance Manager, Station Manager – Birmingham New Street and Controller, all for train operating companies. A member of the IRO since its inception, Carl is the Events Programme Organiser for the IRO in the North West/North Wales (where he is currently the longest serving member), liaising with those members attending events. Carl has also successfully completed the IRO Associate Course Certificate (now diploma) and the Degree in Railway Operational Management and now acts as a mentor to other IRO students

Nigel Murphy

Nigel Murphy: Recruitment & Attendance

A professional Operations and Safety Manager, Nigel has over 27 years railway experience, working for the likes of British Rail, Regional Railways, Railtrack, North Western Trains and now Atkins, where he is currently Technical Director with accountability for the Professional and Technical Standards to which Atkins Rail Systems Consultancy business delivers to its customers. Nigel’s consultancy work has taken him around the world, with project work in Hong Kong, China, the USA, Europe and Australia, as well as in the UK, working mainly on operational issues and also in system engineering and government/regulatory advisory work. Nigel is a Fellow of the IRO and also Secretary to the IRO’s North West Area Council. He is also a Corporate member of the Institute of Engineering & Technology and an Associate of the Institution of Railway Signal Engineers.

Chris Nutton

Chris is currently Head of Performance at Virgin Trains, responsible for the delivery of operational performance and relationships with Network Rail and other train operators. Having gained a BA (Hons) in History from the University of Sheffield, he began his railway career in 2000 as a graduate trainee with First Group and has subsequently developed his career through roles in the management and leadership of train-crew and station operations, performance and service delivery, train planning and track access for First North Western, First Great Western, Northern Rail and most recently, Virgin Trains. Chris has been a member of the IRO since 2001 and has benefitted from the development opportunities, learning experiences and networking opportunities that membership offers. He joined the North West Area Council in 2009, with responsibility for communications and the area web page.


Tricia Meade: Liaison with Board & Students

Tricia is Learning and Development Manager for the IRO, having previously worked as a safety and risk management consultant for the rail industry and also in the human resources and training profession. Tricia is herself a graduate from the first IRO BSc degree course, first joining the Institution when becoming involved in specific rail projects and enrolling onto the IRO’s Professional Development Programme to enhance her operational knowledge of the railway. She has also joined the North West Area Council to help promote the aims and objectives of the IRO.

Neil Worthington

Neil Worthington: Liasion with Other Institutions

Neil’s first railway job was Summer Relief Couchette Car Attendant on Deutsche Bundesbahn whilst he was studying French and German at university. He later joined British Rail in 1980 as a Traffic Management Trainee on the Scottish Region, gaining all-round experience in operations and commercial departments before specialising in rail freight. In 1989, Neil left Railfreight International to become Project Officer for Doncaster International Railport which opened in 1996. He now specialises in the design and operation of rail-linked freight distribution parks and intermodal terminals, mainly in Britain but also in locations as diverse as South Africa and Kazakhstan. Neil is active with the Chartered Institute of Logistics and Transport's Greater Manchester Group and is responsible for liaison between the two institutes on matters of mutual interest locally.

Gwyn Jones

Roy Chapman: Events Programme Officer

Roy worked for British Rail for around 15 years, with supervisory and management roles throughout the UK in operations, planning, public relations, training and project management. During this time Roy also obtained a B.Sc. (Hon) Degree from Salford University in Transport Planning and Management. From 1988 to 1992, Roy worked with British Airways, where he became Managing Tutor of the largest single management and supervisory development programme BA had ever operated. From 1992 to 2000, he carried out consultancy work for clients including government agencies, local authorities, the TOCs and Railtrack, also organising transport 'themed' exhibitions and conferences. Roy has contributed to transport management training material, lectures occasionally on the B.Sc.(Hons) Transport Degree at Liverpool John Moores University and has contributed to books on railways, reports and occasional journal articles on transport and business management. His current role is as Rail Services Planning Officer with GMPTE, helping plan and deliver rail services to required standards and to design and specify services that deliver maximum benefits. 

 

Iain King

Iain King: Council Member

Iain is employed by Network Rail in Information Management, working with the Operating Strategy project, which will deliver a set of computer systems for Traffic Management for the rail industry in the 21st century. He first joined British Rail in 25 years ago in Crewe, working on pay and personnel systems and has since worked on a variety of systems in civil engineering, vehicle maintenance, procurement, staff rostering, ticket sales, train planning and train operations. Iain sees computer systems as ‘the glue which holds together the different players in the rail industry.’ He joined the IRO shortly after its inception to get a better insight into train operations and is pleased to be a member of the North West Area Council and to have the opportunity to support the development of the careers of younger colleagues.

A Senior Principal Engineer for Mott MacDonald, Dave is a career hardened railway operator with over 46 years of professional experience in the industry in operations, operational planning and commercial. His current involvement in the rail industry is in an operational advisory capacity, working on any project as required, both in the UK and abroad (particularly Africa). Dave is Team Leader to six other railway specialists, working in real time railway operations, signal sighting, project monitoring, incident management, resource management, operational planning, infrastructure and timetable optioneering and contingency planning.
