Managing Passenger & Freight Operations
This module will help students gain an overall awareness and understanding of the key issues and processes involved in the management of passenger and freight operations, particularly in relation to:
- The scope and range of railway operating activities and people-management skills involved, recognising both similarities and differences between types of passenger and freight operations;
- The requirement to operate railways in a regulated business environment, covering safety, effectiveness and economic criteria and objectives;
- The necessary contribution of railway operators to improve safety, efficiency & economic criteria and objectives.
It will also help students to understand specialist operating arrangements for the effective control of risks relating to train and traffic movement, station and terminal working, human factors and operational interfaces. The module will enable the integration of the elements of managing passenger and freight operations, with other module topics, such as Train Movement Control Systems, Emergency Planning and Mishap Management and Investigation, Train Planning and Performance Measurement, Safety Law and Management together with operational interface aspects of railway engineering and the financial structural basis for railway operations in the UK in Railway Economics.
Module Syllabus
During this module students will cover the following syllabus:
- Definitions, scope and context relating to Heavy, Light rail and Metro systems
- Integration of train and network operating activities to effect high standards of safe performance
- The development of new operational activity and the management of change
- Normal and degraded modes of operation, failures & incidents
- Management of current operations, control and special movements
- Assessment and management of external factors affecting railway operations
- Public and operational security
- Operational implications of different types of passenger trains
- Management in relation to freight operations
- Operational and organisational safety issues –responsibilities, interfaces and liaison, contracts and contractors, budgetary control, key performance indicators
Module Learning Outcomes
On successful completion of the module students will be able to:
- Analyse the fundamental principles that underpin the operation of passenger and freight trains, stations & terminals and operating employees and the range and scope of operating passenger and freight train services.
- Evaluate the control measures used to contain risks and analyse the critical factors that pose high risks.
- Analyse the operational safety management considerations in the context of safety of train movement and interfaces with stations, depots and rolling stock maintenance.
- Demonstrate an understanding of competence management principles and practices including the management of change in a demanding safe performance standards environment.
